A Russian citizen can open a corporate account for a Hong Kong company, but the choice of institution is narrower than for other founders and the outcome depends on facts that have nothing to do with the passport. Traditional Hong Kong banks rarely take a company whose beneficial owner holds a Russian passport, and almost never if he lives in Russia. Licensed payment platforms (money service operators and stored-value facilities such as Airwallex, Aspire, KVB, Currenxie or Statrys) each set their own policy: some do not accept Russian passports at all, others consider the application when the owner lives outside Russia and the business has no Russian counterparties. The working approach is therefore to check the profile with the provider before applying, and to apply to two platforms in parallel.
Two routes: a bank or a licensed platform
Traditional banks
HSBC, Bank of China, DBS, Hang Seng, OCBC and the other licensed banks offer the full product: cash, trade finance, letters of credit, corporate cards, credit. The price of that is process. Expect a compliance interview, a review that runs for two to three months, and, for a foreign-owned company, questions about substance in Hong Kong. For a Russian beneficial owner the realistic candidates are few, and an application is worth making only when the profile has been discussed with the bank beforehand.
Licensed payment platforms
These are not banks, but they are regulated in Hong Kong: money service operators are licensed by the Customs and Excise Department, stored-value facilities by the Hong Kong Monetary Authority, and virtual banks such as ZA Bank hold a full banking licence. They open multi-currency accounts online, usually within two to four weeks, give local account details in several currencies, send and receive SWIFT payments and issue cards. What they do not do is cash, trade finance and lending, and most of them do not want regulated or cash-heavy activities. For a young trading, services or e-commerce company they are the pragmatic first account.
What decides the outcome
- Country of residence of the beneficial owner. Residence in Russia closes nearly every door; residence in a third country opens several. Providers verify it against the address proof and, often, the residence permit.
- Counterparties and currencies. A business that buys in China and sells in Europe or the Gulf is a normal profile. A business with Russian customers or suppliers is not, whatever the passport of the owner.
- Substance. A website, contracts or invoices, a plausible turnover, an owner who can explain the business in two sentences. Providers decline companies they cannot picture operating.
- Source of funds and of wealth. Where the initial money comes from and how the owner earned his capital, supported by statements or contracts. Vague answers end applications.
- Sanctions screening. Every provider screens the owner, the directors and the counterparties against the lists its group and correspondents follow. A hit ends the process regardless of anything else.
Documents
- Certificate of Incorporation, Business Registration Certificate, Articles of Association and the register of directors and members.
- Passport and proof of address for every director and every owner of more than 25%.
- A description of the business, the expected monthly volumes, the main countries of customers and suppliers, and the currencies.
- Supporting evidence: a website, contracts, invoices or a short business plan for a company that has not traded yet.
- Source-of-funds documents: bank statements, an employment contract, a sale agreement or the accounts of an existing business.
Timing and the order of work
The company must exist before any application is made, so incorporation comes first. The platform application is submitted within days of incorporation and is usually decided within two to four weeks; a bank application takes around three months and may include an interview. Applying to two platforms in parallel shortens the path considerably: if one declines, the other is already in progress and the company is not left without an account for another month.
Pre-screening: check before you pay for an application
A refusal is not always predictable, but most refusals of Russian citizens are. A provider that will not accept a given passport, residence or activity usually says so when asked with the profile in hand. Before an application is prepared, the profile — nationality, country of residence, activity, counterparties, currencies — is sent to the platform for a preliminary answer. Only when the platform confirms that it can consider the application is the file assembled and the fee for that account charged. If the first platform declines after all, the application is moved to the second at no extra cost.
After a refusal
A refusal is the institution’s decision and it is rarely explained. What can be done is to read the profile again: is the residence documented, are the counterparties clean, is the business described in a way a compliance officer can follow. Most second applications with a corrected file and a better-matched provider succeed. What does not help is applying to five platforms at once with the same weak file: refusals are shared within groups and a pattern of declines follows the company.

Which account should a Russian founder apply for first?
A licensed payment platform: it is decided in weeks rather than months, it is opened online, and a refusal does not close the door to a bank later. A traditional bank is the second step, once the company has a trading history.
Can the Hong Kong company receive payments from Russia?
In practice, no. Hong Kong banks and platforms do not process payments to or from Russian banks, and correspondent banks block them in dollars and euros. Plan the business around counterparties outside Russia.
Do I have to come to Hong Kong to open the account?
Not for a payment platform: onboarding is online, with identity verified by video. Traditional banks vary: some accept a video interview, others still ask the director to attend a branch.
I am a Russian citizen living in Cyprus. Is that enough?
Residence in an EU country with a documented address and a business that has no Russian counterparties is a profile that several licensed platforms consider. It is not a guarantee, which is why the profile is checked with the provider before the application is paid for.
Can the company hold crypto or stablecoins?
The banks and platforms discussed here open fiat accounts. A company that needs to settle in digital assets needs a separate, regulated arrangement, and that question is answered case by case.
